French law provides several statutory texts describing the rules for classification, stocking, and means of prevention concerning the subtleties of this type of entertainment.
• Decree 99-766 updated to decree 90.897: all the details of any pyrotechnic show must be approved by a laboratory authorised by the Department of commerce. |
• The September 1 st, 1999 decree number 99-766 establishes the obligation to decorate all pyrotechnic products whatever the class.
• The order of February 24, 1994 which approaches the classification of products.
• The order of March 25, 1992 which is concerning the conditions of momentary stocking of the pyrotechnic products. · The order of December 27, 1990 which concerns the classification of the persons authorized to operate subtleties of group K4.
• The decree 90-897 of October 1-st, 1990 which allows the classification and the approval of the pyrotechnic products.
• The circular N°86165 of April 28, 1986, the 1-st concerning text the implemented of a fireworks. All the texts on the French law are available on www.legifrance.gouv.fr.
• Arrested of 12/12/1994 concerning the regulation for the transport of the dangerous materials by road. J.O. of 27/12/1994 and administrative document N ° 0113 of the same day.
• When the spectacle contains the shot of subtleties of class K4 or including on the whole more than 35 kg of explosive material, a statement to the prefect 15 days before the date of the shot is compulsory. This statement /declaration to the prefect should describe the conditions of execution, notably the place, the date, the schedule of the shot, the name of the person which steers the execution of the fire, the capacities intended to limit the risks for

the public and the neighborhood with the obligation to establish a plan of stake in work, the numbers of approvals with the distances of security, a copy of the certificate of qualification K4 and an insurance certificate of the artificier or the company by which it is employed. • For a fireworks containing only products K1 , K2 or K3 and the quantity of active material of which is lower than 35 kg:
- warn the fire brigades of date and of the place of shot.
- ask for the license to he city hall
- And if the shot takes place on a private place: ask for the license to the owner of the ground
• For a fireworks containing at least a product K4 or more than 35 kg of active material:
- statement at least 15 days before in the prefecture of the department
- To warn the fire brigades of date and of the place of shot.
- ask for the license to the city hall
- If the shot takes place on a private place: ask for the license to the owner of the ground.

Councils during any organization of pyrotechnic spectacle:
- Please, require the certificate of qualification
in the shot of the subtleties of the group K4 of the responsible
for shot, in the case of a fire including a product belonging
to this group
- Please, require that artificiers or persons present for the assembly and the shot of the fire made the object of a preliminary statement the hiring in the local direction of the work, the employment and the vocational training for this activity.

- Please, require the list of the used pyrotechnic products; please, verify that all these products possess the approval delivered by the ministry of economics, the finances and the industry. The number of approval appears necessarily on the label of identification.
- Please, require that the application of the fireworks is made by a company, or a municipal structure, respecting scrupulously the regulations in force and being able to prove the detention of the compulsory insurances adapted to the incurred risks.
- Please, require the presentation of the plan of application with indication of the distances of security to be respected according to the used pyrotechnic products.
